Waypoints and Reinforcements

In designing a scenario, when you plot waypoints for a computer controlled unit arriving at a later turn (reinforcement), must you "count" initial waypoints for the turns preceding the turn of arrival?
(I hope my english makes some sense!

Yes,

you should add "extra" waypoints for each turn before the arrival.
