Pirates anyone?

I was just wondering, has anyone thought to produce either random events or intelligence projects involving pirates or privateers?

I always thought it would be interesting to be able to donate ships to help fight piracy.

As a result, more sprawling empires will report lower losses of resources and morale that could be considered a constant threat without escort ships.
