The ratings of the weapons match that, and that's just as well since they were copied from the recently updated Russian OOB.
Now according to SIPRI Arms Trade database, Finland received a batch of SA-16 in 1987-89 and a batch of SA-18 in 1990.
This is where my sources deviate from the OOB, on the point of service dates.
As an aside, SIPRI gives the local designation ItOhj 86M to the SA-16 and ItOhj 86 to the SA-14 (Strela-3), 105 delivered in 1986-97, which is not in the OOB yet.

I stand corrected on Igla / Igla-1 issue. Should have been more thorough before posting.
ItO 78 should be SA-7 Strela-2
ItO 86 should be SA-16 Igla-1
ItO 86M should be SA-18 Igla
ItO 91 Mistral - used by navy
(the missiles that are ok IMO were omitted)
I have no idea what is the Finnish designation (if any) for SA-14 Strela-3, as the FDF official website didn't list that. On the new web site I was unable to find the information, so the link is to archive.org.
(In Finnish, use google translator if needed)
