The Gutians are probably the weakest civilization, but one emissary per map is pretty powerful. That means that you can routinely use one per map, and the 5 you start with are for uses beyond the first one. With some luck, they can last a while.

My Nomad lost at the 21st battle because I was dumb. But I have just won my 20th with the Assyrians. Almost lost against the double Akadians at the 18th, but hanged on barely with a tie.
