You might be able to do that by using --postexec to call up a script that closes Dominions and starts another instance, this time with a different --hosttime.
A 48 hours timer skipping Sundays might also work out for you, but I haven't tested --skipday. That, and the hosting hour will slowly drift away... though you could set it back to 10 am once it has drifted by an hour or so.
You might also be able to set up a scheduled task that brings down the game at 10 am, forcehost the turn and brings the server back up. Well, none of the three solutions are particularly elegant (the last one excepted, where it works well for PBEM).

The server should never be down for more than a couple minutes, unless something happens that I'm powerless to correct (internet outage, blown power supply, etc.)
Most of the time, though, it goes down when somebody disconnects from it badly; in those cases it will spring back (like a Weeble!) - just give it a couple minutes and try again. I'm guessing that's what happened, unless my house burned down or something while I was out.
On a different subject, I take it this means you weren't Ulm? Anybody want to fess up?
