As far as I know, spying is not disallowed under an NAP.

The server sent me messages about receiving my files from turn 32 after it had already received them and already given me turn 33. It then proceeded to list my turn as submitted, when indeed I had not. Due to the buggy nature of the server, I have temporarily turned off the quick host.
To weigh in on the last topic, my impression is that spying/scouting is not an act of war, however, causing unrest is.

If you've submitted a turn for any game, including the last turn for this game, then I believe the bombs are already in flight. In the mail, you might say.

Mictlan has urgent news for the world!
As we previously explained, Mictlan's ambassador to Man was brutally abducted and shot by terrorist archers in the ex-Agarthan lands. That is not news. But what is news is that when Mictlan's commander of special anti-terrorist units arrived in the ex-Agarthan lands, he found bodies strewn everywhere! Corpses on the fields! Corpses in the ditches!
Mictlan hereby accuses Man of practicing dark magic, and not cleaning up dead bodies. Probably Man left the bodies unburied in anticipation of conducting all sorts of horrid necromantic experiments on them!
The tyrant ruling the nation of Man must be overthrown and replaced by one who does not dabble in the dark magics.

Ulm, while supporting our fellow humans in principle, has done nothing aggressive against the nation of Atlantis. Any reports to that effect should be filed, in triplicate, with our foriegn ministry. They will be attended to in a timely manner by the vampires in the Department of Ministerial Vampires (DMV). Keep in mind that to the vampires in the DMV, due to their immortality and complete lack of promotion prospects, years can seem like mere hours. Hopefully it seems that way to you too.
