Scales vanish in a province that does not have friendly dominion in every of its neighbours. So you will notice it when enemy dominion get close.

Yes, good scales vanish like that since last patch, though it is already fixed and new patch should be released soon.

Man, I am so out of luck :/ I forgot that he gets regeneration now like a province he comes from but of province where he goes into, he was going from my high dominion into enemy dominion.
