I really have to wonder why Vanheim is spending all his money on province defense instead of actual troops.

Having had dealings with Vanheim, I feel confident in saying that, in addition to province defense, he also has a fairly large number of troops. These are in our collective neighborhood, in fact, Admiral.

. The only encounters i had with Vanheim are loosing my scouts to his high province defence
