According to the manual, the troops in national PD have no effect on catching stealth units, only the number of points of PD.

Of course, the manual has been known to be wrong.

Note that only a few patrolling national troops can make a big difference if they're fliers.

It does not matter what troops make up PD, you start to get a chance of finding stealthy units at PD 10 or above. This is a very, very low chance.

It follows the rules clearly outlined in the manual.

Yeah well the manual clearly outlines various things which aren't true. Hence 99% is my limit ;]
