Up here in the icefields the neighbouring provinces are of little value. Still, that does mean their garrisons are a little less extreme.

Yeah, let's all hope that Baphomet notices the massacre, too!
I just realized how totally cruel a combination luck scale and a fortified city is... There won't be a five turn stretch of nothing happening in a province, ever! And taking the average C'tissian, any old barbarian raid or troglodyte invasion is too much to counter without some heavy garrisoning. What fun!

Nah, my realizations are totally selective: if it isn't happening to me right now, it doesn't happen at all. Like a goldfish. Thus, your misfortunes are nothing to me
Aand this just in out of the wild wild land of narcissistic lamentation: I just realized that I have to save all my gold for 7 consecutive turns to build a second castle. That is assuming no locusts...
