I know it's impossible to create a new game without the white pixels, because there'd be no provinces at all... I guess IF the files created once the game is running contain the coordinates the white pixels used to be at, the map image could be changed and it would still work. I've never heard of such a thing, before. It's like starting a car, removing the motor and then driving off.

I finally got my new PC built and my programs migrated over to it. I put the missing white dots in each province, so it should work now. In the process of doing that I just redid the original map file and then used the semi randomizer on it. I included both of the map files in the attachment.
The original is pretty open, and is the only one that allows water nations. The semi randomized one doesn't have any water nation starts. I did put some nostart provinces in the original map file so you would not begin the game in crappy province.
Hopefully it works now, but if there are any other problems I'll try to fix those.

The map looks great. I wish that the attachment worked on my MAC. I get a screen full of letters and numbers. I've downloaded a lot of maps, but this is the first one that gave me strange script that I can not use.
