i would say Serpent Cult pythium is weakest, its only advanrage is blessable hydras and cataphracts but that limits its magic even more.

Eh? Cheap sacred researchers, Water/Nature magic (hey it could be something like, I don't know Fire/Earth and no randoms...? ), blessable hydras, acces to vineman spam...I don't know, they don't seem *that* weak to me. I can imagine that a group of the Serpent Priests spamming Bone Melter could ruin one's day...
EDIT: This might be just my lack of gaming experience speaking. I wouldn't mind if there was "Arch Serpent Priest" or something there, or maybe less costly hydras.

Serpent Cult seem much weaker than they are, simply because they can't even begin to measure up to base Pythium. The same could probably be said of Return of the Raptors: it's underpowered, but seems even worse in comparison to its Caelum's national theme.
Then there's Barbarian Kings, which is the weakest theme of a relatively weak nation. I'm not sure it's possible for Barbarian Kings to appear even weaker than it actually is.

I love Machaka... except for their province defense. The main reason I stopped playing them was because of their province defense being extremely weak. I've lost provinces with 12PD to spells like call of the winds... (the little birds).

Acutally, this information is neither subjective, not based on some writers opinion, but on facts stated by the developers: They have based their nations on existing/historical ones and, especially where magic and magical creatures are concerned, well-documented myths and folk lore.
I even would move that info from being buried in the paragraph "special features" into "type of game" right after the mentioning of a "fantasy world": IMHO it makes Dominions very different from all those mainstream games.
