I think the bad events should be toned down a bit... perhaps have the intensity of a bad event linked to luck scale of a province, so a flood might kill 1/5 of the population in a unlucky +3 province and only 1/10 in a lucky +3 province.

It is less safe, with 3 luck and flat turmoil you were totally safe from bad luck in dom 1.

I'm not sure if it has been mentioned by Johan, but there are already turn limits on some events. The heroes do not appear before turn 10 (IIRC). Dominion decreasing events do not appear before turn 3 or 5 depending on event (at one time you could die the first turn due to dominion death). There are others as well. 1500 gold is also limited IIRC.
Some of the more destructive events do not have turn limits. This is not always intentional. Feel free to report extreme events and what turn they did appear if you feel that there is a problem. However, there are some events that cannot be restricted in this way unless we are to remake some of the event structre. Most notably on events that can be caused by spells as well as random events.
Events are limited to three events each turn (except heroes) and is linked to the number of provinces you own. Thus luck is not as important if your empire is large, but plays a more prominent role when your empire is young and growing.

care to post the % chance of getting events, related to your number of provinces (maxxed to 3 then)?
and the relative chance of good/bad events too?

I have had the named Heroes join in turns 2 and 3. I think Kristoffer had the "wandering heroes" event in mind (ie, Bogus and his comrades).

As Johan said earlier good/bad is 50%+10% per scale. Thus: luck +3 = 80% good.
