If Ulm has turmoil he might have the "Restless Worshippers" special dominion. It wouldn't suprise me at all to discover that that theme spreads unrest...

Ulm has spies, Spies can "Instill Unrest" and have (I believe) Stealth (+30), so they are hard to find without 20+ human patrollers.
Is the Ulm player playing Black Forest? It may be some Black Forest thing that I never noticed.
I'd have to check all the themes for Jotun but I don't believe they get a spy that can instill unrest.
You might want to look at stealthy units carrying around magic items. I don't know of any that cause unrest, but you never know. And if Jotun is in the game, maybe some demons. Send out a big pile of patrollers in those unrest provinces and see if you can catch anyone/thing.

I reread your first post and no one has mentioned dominion yet. Dominion affects unrest unless I am mistaken. So your Unrest may decrease more when your dominion spreads, and where Ulm spreads his it may have a chance of rising.
