Robin Hood sounds more like a hero character than a national theme.
Careful addition of multiple themes would be good. Care/thought/limits are needed in case of balance issues or annoying things where there are generic themes that you'd always want with a specific national theme, etc.

I think the generics that are there are good. They allow you to put power into a particular strategy which might not match what that nation is usually conceived to be. Such as Jotun and water theme or Ermor with cold theme. Adding themes together would be hard to balance I think.

The only generic theme I am playing currently with is what I call a Magical Ulm -
Ulm with Golum Cult
Pretender - Is a rainbow Master Alchemist
After searching sites my Pretender sits at home Alchemizing massive amounts of gold (which equals huge armies) and my smiths pump out huge armies of buffed mechanical men and Golums. I have done very well against SP and I use it to counter R'lyeh - can you say useless mindbLasts!
It will be interesting to see how it fairs against Humans

Just an 'off the top of my head' example of how a negative cost theme might work. I do agree completely that the biggest problem of trying to make too many themes or trying to allow for mix-n-match themes is balance.

Oh, I see. I also didn't get that you meant the Robin Hood theme would be a negative cost one and mean your own nation was getting raided by Merry Men from time to time. Amusing idea!
