no, zooko was wrong, as W9 doesn't give 2 attacks per round.
W9 and the spell should stack - i don't think there's a 2 action limit from that, but i could be wrong i guess. The heroic ability stacks w/ anything, and can lead to some very nice effects

Yep nothing like a Jotun Herse with Heroic Quickness 200%+, equipped with Soulstone of the Wolves and scripted to cast spells; even without Jade Armor or a W9 blessing, that's a lot on wolves on the field. (Had this going in one game - sadly, the nature blessing wound up making him go berserk eventually.)

Re: Multiple attacks on Commander question
The Fenris Pelt (or some such) summons once at the beginning. Soulstone auto-summons once, and then can cast Howl each turn, if scripted to do so.
The free Call of the Wild each turn is pretty nice - but the in-battle usage is what makes it so great, all those wolves coming at the enemy mages from all directions.

Re: Multiple attacks on Commander question
Not sure I'd say it was overpowered. Powerful, sure, and as Zen noted, under-rated. But look at ... The gate stone, the flying ship, the Ark, the Chalice, the Hammer of the Forge Lord : I'd argue that both of those are more powerful in terms of altering game play and situations. For instance : 200 devils and other top-notch summonings teleporting on top of your armies at whim, leaving before there can be much retribution - I'd say that has a lot more impact than a bunches of scrawny wolves.

Re: Multiple attacks on Commander question
true, but use a bunch of them together a reasonably tough commander with amon hotep is almost untouchable but simply add to that boots of quickness, the gate stone and the soulstone of the wolves. very hard to put together but once assembled you have a VERY hard to kill commander who can teleport around at will (with an army if desired) and spam an insane amount of wolves

Re: Multiple attacks on Commander question
you actually don't have to script it to cast spells, it casts howl every turn all on its own.

Re: Multiple attacks on Commander question
amon hotep is overpowered because it combines invulnerability with high magic resistence and awe. The fact that it can also give you a free mummy each turn is just an added bonus.
