maybe increment, like magic. 5,10,15 etc, to avoid min/maxing (or make it less worth it at least).

I think HP would be alright, on a 1-1 basis. I've given some thought to possibly in the future having the ability to purchase more than one Pretender-a main one and then a "pantheon", but that could become a little bit crazy.

Extra hp would be cool, but it would need complex restrictions. 15-20 extra hp on a wyrm is no big deal. 20 extra hp on a master lich can make a difference. (Although I wouldnt mind protecting him from wither bones  ).

Just remember, it's not 15-20 extra hp on JUST a master lich, it's 15-20 extra hp on a master lich Pretender. I'm of the theory that your Pretender should be one of-if not the most-potentially powerful units you ever have access to in the game. If it were 15-20 extra hp on 30 units, like you'd get by buying 15-20 extra units with gold, it'd be much more of a problem than on just your Pretender.

There is a programming mechanics problem with adding leftover design points as hit points to pretenders , because at the end of the day, the pretender is a basic monster of its type (e.g. master lich is #180, master lich, not #xyz, master lich with +<leftover designb points> hp).

Well, IIRC Wish can increase the stats of your pretender, all you have to do is construct a similar mechanism.

I'd like to spend some of those points on gems. there should be a way to use those leftovers like in Stars!(one of my old favorites).
As I see it it can't be any permanent change, just something to help out on the first few turns. I'd say x2-x3 gold(capped at 50 points), extra troops of the nations starter variety up to the cost in resources equal to leftover points(1 minimum, capped at 50), 1-1 of random gems, or maybe some basic magic items of the first tier of construction(their gem cost determines how many per points and they are randomly selected).
