Vedalken, your wrong, your very definition of balance is the very definition of generic.
That being said, I am not sure either way if she IS balanced, underpowered or overpowered yet. You may be right on your perception of the unit, but you really do have to take the entire nation into consideration.

Bean Sidhe are recruitable anywhere and they are far more versatile than the mermage, if you want a comparison.
Bean Sidhe can provide full site searching for Air, Water and Nature, they can forge a fair few combo items that are hard to come by elsewhere and ultimately build all water boosters, have glamour and exceptional stealth and forest movement. Further, depending on what randoms they get, they can function as battle mages. She also does not get power reduction like the mermage does on land.
Yes, the indie enchantress is far better. She is also only recruitable from sites you need to be lucky enough to find first and generally kicks almost any national mage's arse in a cost comparison analysis.
The whole goddamn point in comparisons is compare nations against each other as a whole, not just snip out some arbitrary unit and then compare those.

She's still quite overpriced when you compare her to other mages that get two picks in a single path (such as mystics or Jomon's mages) and aren't capital only.

I recruited one in my single player game, I lucked out and got all 4 paths and I used her as an elemental site finder. Beyond that I couldn't bring myself to fork out the cash to buy anymore.
After testing it, I think VedalkenBear is right, the unit really is too expensive, even when taking the rest of the nation into consideration.
