I think that Wyrm should be restricted for Skandinavian nations (Helheim, Vanheim, Midgårds) of all ages and UW nations (they have few enough pretenders already), basing on the myth of Jormungård.
(besides, most of the skandi-nations are actually bless nations who'll probably use some other pretender )
Cyclops - probably Arco all ages?
Titan - This pretty all around. Almost all pantheons have a thunder god. Thor is in skandinavia, This guy just spells Zeus for Arcospehale, ..etc. Perhaps just disallow it form Agartha, Abyssia and other nations that really won't revere a thunder god?
Phoenix - Has anyone any clue from where the orginal Phoenix myth is from? It should be themtatical for all fire nations anyways.
Prince of Death could probably use more restricting for balance reasons, althought all Pantheons have a God of Death in some form. It's just so freakishly undercosted.

Paths are basically the only thing I have to go on with the rainbows, but I will also consider if the nation has a national pretender 'rainbow', ie a pathcost10 dom1 sort of god. There also might be some flavour reasoning in there, for example the human centric nations might get more of them.
I think restricting PoD to only death heavy nations makes sense, not so much because he's very powerful, but because he's absolutely about death and nothing else. Nations with minor death or cultures that happen to have death gods aren't going to qualify, I think. So MA/LA Ermor, EA/LA Ctis, LA Agartha, Helheim,.. yeah.
The Master Liche, being an archmage in his former life, could go with human nations with solid magic and some interest in death, while the 'jock' version is another death heavy guy. Obviously LA Ermor will get both liches and the PoD, though not the VQ, because vampires want to rule over living cattle not a blasted wasteland of undead. MA Ermor gets PoD, one liche and VQ. So there will be some little changes from age to age that will fit nicely with dom3.
I might also add a national pretender or two to some nations that without the defaults simply have too few. LA Jomon for instance could arguably get Divine Emperor as a choice.
Manticore seems a bit monstrous for Caelum (who are rather angelic) and they get a load of flying pretenders as it is, but it's possible.

I'd give the cyclops primarily to Agartha "a race of one-eyed humanoids" .. don't you think?
There are enough dragons to restrict them a bit while all nations still get access to at least one.
Green dragon for any nation with a bit of poison or nature based
Blue for water/cold nations
Red for heat/death nations
Manticore restricted to Pangaea, and blood nations.

You could always change some pretenders to make them more thematically appropriate for certain nations, even if it is only in the description or sprite.
For instance, you could have the Cyclops as a god for both Arcoscephale and Agartha, where in Agartha he is not a cyclops of Greek mythology, but actually an animate granite colossus in the image of an ancient Oracle king. You might want to put the NeverHeals and MagicBeing tag on him and change his sprite, but otherwise, no real change in statistics would be required.

Can you imagine an inanimate pretender inMA Agartha's Golem Cult dominion? In Dominion 10? That's DOUBLE the boost! A prophetized Marble (or Onyx) Oracle is bad enough...

I can change the pretenders slightly in name and description if it's needed. I won't be doing any graphical changes and any stat changes will be very minor, stuff like adding swamp survival for a MA Ctis appropriate pretender or whatever.
Agartha getting a version of the Cyclops makes perfect sense, good call.
