does the 'fires from afar' affects units defending a castle or only units in a province without castle ?

Both. I think there's even an example in the manual when the Fires from afar are being cast and what happens regarding castle sieges. Or in the FAQ.

ok thanks. in the spell description they talk about units besieging a castle, but not units defending a castle.
