It could also be that the nation only has access to low-level Astral mages (MA C'tis) and needs combat-only buffs to get up to Light of the Northern Star, making them unable to forge the Banner at all.

Or when you need Light of the Northern Star in 5 battles during the same turn, but only have two Banners.

Banner is better when you can make/afford it, just like Staff of Storms is better than casting Storm the normal way. You still see people casting LotNS and Storm, for variety of reasons.
