Neither have been released yet. 25 was the release to the beta testers and 26 is an update from that
when it is released it will be here..

All new patches are beta tested first to see that everything works as it should. There were some serious issues with a couple of patches in the past that necessitated further fixes before they were ready for public consumption.

That depends on where you draw the line (in the sand) between a bug and a feature.
Results were reported and Illwinter made a decision based on that. That's all there is to it.

Although it was definitely a good decision as the consequent "feature" would have been much more disruptive than the current one!

Aw, I hope not. Tarts are interesting. Sure they are nice, but that 25% chance of crazy makes them strategically unreliable. If one couldn't GoR them that would become meaningless.

Non-GoR able tartarians would just reduce the numbers available for using as commanders. They would remain the most powerful thing in the game, it would just make more tries to get an SC commander, and there would be more "troop" Tartarians who are basically too mad to be allowed to go off on their own.
