Ok, I tried reducing the speed of the aircraft to 1/4 (6). Still can't get the missile accuracy above 19%, though the accuracy of the cannon against ground targets improved into the 90+% range. One thing I did notice was that at slower speeds the aircraft seemed to fire more missiles in a single pass, so there's something.

Try with a speed of one (1) and see what happens.
I believe a speed of 2 (or 3) plus counts as "fast moving" in the game thus you get the same accuracy penalty at speed 50 as at speed 2.

OK, tried with speed 1 and same result, no chance better than 19%.
