Many mods add interest to the cloaking types and levels. Off the top of my head, you should try Suicide Junkie's Pirates and Nomads mod.

the problem is that advanced military science should have been 100k per level... Then Cloaking would be worth while...

Actually, the best mod would one of the Star Trek mods. The Romulans would get the cloaking device early as a racial tech, and everyone scrambles to get good enough sensors in time.

As in Adamant Mod. Except that Hyper Optics get their own, expensive tech area. Not to mention the nice 9 levels of cloaking and scanning techs.
