A quick couple of questions.
1. Do you want to allow or dis-allow the aptional technologies? Early, Developed, and Expanded Technology. These technologies do give a significant advantage if used. For PBW purposes it should be stipulated that they are not or are allowed. (Not that any one would really want to waste the points on them. The advantage is not that big to warrent the loss.)
Just for the Game hosts information: The Early, Developed, and Expanded technology CAN be disabled in the Technology tab during game set up.
I would like to know if these technology trees are going to be excluded or included with this PBW game prior to submitting my emp file.
2. Should the stipulate that you can only use your RACES technology tree and no one elses?
3. Do we need to use the new CompEnhancement file below?
NOTE:
1. The ASTMOD does include 20 races already.
2. You should set up your race using the ASTmod

Sorry Guys, have been rather busy the Last couple of days.
I will Stipulate that, in regards to racial technology, you can only chose your race and not another.
Early, Developed and Expanded Technologies will be disabled.
I will further post about the Borg after discussing it with CNCRaymond

Hmm... In designing my Cardassians, I took the Cardassian and the Bajoran tech areas, I figured since I ocupy their homeworld and have enslaved their whole stupid, weak, pathetic, insignifigant, race I'd get their tech too.(it was only 500 points) Since they don't even have a shipset noone is likely to play as them. Should I redo my race?(I kinda want to keep it lke it is for RPG purposes)

I would think that that would not be a problem as the sub race technologies only give a facility technology. The Bajorans have the Jalanda Forum. But the officaly only the host can make that all.
If it were up to me, I would say one additional race minor race tech, but they really do not offer any useable bonuses for PBW.
I have to resubmit my race now.
