 There is an arrow to scroll down, you may need to search for it, its visibility is not good.Another trick is to Press "n" to get to an commander whitout orders. Another "n" and you get to the next commander without specific orders.
 
 Edit: Or "F1"!

 Yeah, I'm doing so terribly.  I can hardly even marvel how the AI managed to ignore my DIRECT ORDERS to cast spells that they were my mages were perfectly able to cast. This lost me a battle and many units. I don't get it. How does the AI ignore DIRECT ORDERS? |

 btw - I have found that the - and + keys on my keypad allow me to scroll down through a list of comanders too large to display at once on the main screen. |
