Rusty Nails looks good.
Its 155 (143 + 12) which is a smidgeon over 17 provinces each. Might be just a touch too many.

I remind you, that having theoretical number of 15,5 provinces aint gonna mean people would not drop out fast if it comes to that, it just means that those still fighting will have more to manage in endgame.
