Hmmm. Yeah, Europe really should have either 2 water nations or none.
Parganos is nice though; Sea and Sky (just looked at it) looks ... different, but may or may not be balanced. Also, too many water provinces compared to land, for a single water nation imo.
Karan - Karan Dry might be good, but not so much normal Karan, as the water nation can readily hit almost _any_ province because all lakes are connected and whatnot.
Myself, I'd recommend Parganos as first choice, Karan Dry as second, Sea and Sky 3rd (unless someone else can chime in with firsthand reports saying they've played it and it was balanced and good).

Parganos (and a bunch of other great and/or popular maps such as Cradle of Dominion or Tyrande (which is great, but only for SP games - sites embedded in the map make it bad for MP games)) can be found here on Illwinter's site.
Gandalf and Arryn both have other sites with good maps, in Gandalf's case, a plethora of random maps that are regenerated anew daily.
