Commanders randomly leaving

I don't see one that's relevant, and the text strings in the binary don't suggest any undocumented modding commands.
Thing is, it's not clear whether the random-leaving is due to a monster attribute, or whether it's buried in the game code keyed to the individual monster numbers.
One test that comes to mind:
Copy any of the Doom Horrors to a new monster. Use whatever stats you like. Name him something different. Make him recruitable easily, or simpler still put him on a map. Then, clear the Doom Horror -- say, overwrite with a human weirdo with a wraith sword, some age, taste for blood and death, and a tendency to go berserk. Put him on the map. Add some other commanders. For a further test, copy any normal unit, name it the 'Slave to Unreason', and put HIM on the map.
If the copied horror kills a commander and scrams, it's a monster property -- and one that can be copied. If the weirdo does the same, it's tied to the monster unit number, or it's a property which isn't being cleared. If the fake 'Slave to Unreason' does the same, it's based on the unit name. That should cover just about all the bases.
Or, of course, we could be blessed with sudden developer insight.

My guess is the Doom Horrors leave your service as soon as they have something better to do (e.g., they go attack someone with a horror mark...).
So the only current way to mod that for a hero would be to give the hero the hard-coded unit number of one of the horrors... which of course would also mean he'd be the horror that would show up to kill horror-marked folks...
... if my guess is right.

And starts moving around conquering provinces and increasing the amount of HP he can regenerate into. For some reason he starts the battles with just few hp even though he regenerates up to 1000+ or so after few turns, before anyone could really do anything.

One might consider using one of them within a game if the cost of astral gems was not so extreme. The other downside is if another eater of the dead is summoned it kills the original... that's a big weakness.

In dom2 I had a surplus of astral gems one time as ermor and conjured up the eater of the dead. You can't summon another one while one is already in play, your summon just does nothing, like if you try to summon an ice devil, elemental king or whatever and they are all in play.
But, you could have one copy of each of the three versions of the eater of the dead. I don't remember what happens if one of them "evolves" into a version that already exists. I think he cannot evolve until the other one has evolved too. I don't remember.
Anyway, by the time you can actually summon one of these guys, and go to the trouble of feeding it, it's really not that threatening on its own. It does however make an excellent meat shield for a large army, as long as it's got help.
For extra fun, try wishing for an "unfettered"
