You mean 22? 20 * 12 provinces when there are 22 players would be a CROWDED map.

20 per seems fine to me, and not too crowded.

I don't understand where you're getting the 12 from. I count at least 21 players signed up. 21 * 20 provinces = 420 provinces. It's 20 prov's per player, right?

if you log onto the server, only 12 people have actually loaded their pretenders.
So those of you who HAVENT, better do so if you wanna play cause I think he is starting in the morning
