No, we can't.
I, atleast, would prefer testing your mod "unfinished", and then joy when it is "finished" with the addition of national spells. But as it is YOUR mod, you can do whatever you please. If you feel it isn't ready enough to let the public see it, then it isn't. (And we have to use our time playing Oglala.)

Does it just not change or does the game crash? Can you change one way only? What is the problem?
In the latter case is your image paths correct (linux is case sensitive).

Try also specifying #firstshape (for the dragon) and #secondshape (for the druid). Worth a try, anyway.

W00t!!! It's working! I just ran through another mod to check out if I made any mistakes and change some minor error though it can only shapeshift after first round

The difference is in graphics, mainly. Besides, for me Oglala isn't excatly new... Although I am becoming familiar with the concept, and having more interest int he theme of the mod.
Unfortunately I have a heap of essays and an article to write, and probably should stay away from the game and this forum for a few days... Can't seem to manage that well.
