Sluagh, you are the admin of this game. You should notice when players begin to stall and other players scavenge their empire. Set the game to pause a find a sub for Pan or the game is over or find out if Pan is going to be back in a reasonable amount of time. Last 3 turns were stalled - played - stalled.

Agreed. 2 out of 3 turns with no activity as the hosting looms calls for a hold. Managing castles full of hoards of nekked, starving (but remarkably healthy) women need a steady hand.

Right, I wasn't aware that there was a stall, apologies. Where does it tell you when a player stalls?
