Points cost for loading and unloading. The Program isn't smart enough to fire harassment/interdiction missions on road approaches, humans are. In the past the way to cut down on the effects of those fire missions was to unload the troops and then move the vehicle carrying them one hex more down the road. That way you might lose a vehicle, but not it's passengers. Now you cannot do that since the point cost of loading and unloading makes it pointless to even have vehicles. The new way is much more realistic, but it does slow things down. Same with scouting. In the older games the best way to scout was to load a bunch of scout teams in a fast vehicle and drop them off as you went along. Do that now and it slows the process way down. It is actually faster to run the vehicle back to pick up a new scout team while the one that was dropped off works into position. The importance of APC's is increased. Old style, there wasn't much point in buying APC's, since a truck would carry more and cost less. You gave up a little speed, but that only became inportant every now and then. Now with the transported units having to stay in their vehicle to have mobility, the armor of an APC is needed. Again, historical.
