Sound/Speech
OK, I have now spent my first week as an owner of SEIV downloading patch 1.49 and checking out the various threads on the forum - can't wait to try out some of the technology you guys are talking about
One question, various threads make reference to new sounds built into the mods for weapon fire, explosions etc.
Other threads refer to speech, is this game meant to have speech? I havn't come across this yet so can someone confirm whether or nor I have the 'dumb' Version.

The new weapon sounds are made by recording .WAV files. Each weapon has a "Weapon Sound := incnbeam.wav" line.
The speech sounds thing was, IIRC, a suggestion to add voice clips to your political Messages.
That is a hardcode change, and would involve very large turn downloads.

Yes, the game have speech... but it's only only a TXT file.
As you said, the sounds are only for weapons, explosions, etc.
BTW: although I'm not one of them, I think that your signature is a bit offensive!

Not sure why you find my signature offensive - it translates colloquially from the Latin as 'buggered if I know'. It comes from one of the discworld books written by Terry Pratchet and has been adopted by certain parts of the UK legal profession as the thing to say when an attorney asks you a question in a meeting to which you dont know the answer, and to which you want to respond without alerting your clients that you dont have a clue!
Given my inexperience with SEIV, it is probably a fair remark on my general knowledge of this game.

First all, must say that my comment was a joke, right?
Now I can see what mean to you!
Honestly, 'buggered if I know', looks like a very colloquially translation to me!
In the other hand, I'm not an expert in Latin, but anyway... here is my translation for “Sodomis non sapiens”:
“Sodomis: “ Sodom, one of the cities that was burned by God, because their inhabitants (the Sodomites) liked to have sex in the way that God disliked! ! And you know… for extension, a Sodomite is a male person that like to have sex with people of their own sex…
“Non”. Very easy to translate: not.
“Sapiens: “ Have several translations to english, if I’m not wrong. Some are: wise, sage, discreet, judicious.
Considering that the people of Sodom, caused the Wrath of God… obviously that these guys were not very wise people! And then I believe that a decent translation could be: “Sodom is not wise” or maybe “The people of Sodom is not wise”.
Then, an alternate transaltion, could be: The Sodomites are not judicious!
This was the reason of my joke.
Finally, want to apologize if I have bothered someone! Really I’m far to feel prejudices against people with different sexual options than me.

Not quite. Just ask the poor animals...
And I think the correct translation would be "damned" or something like this...
So the correct translation would be: "i'm damned not to know (this)." Or something along this line.

Blimey - this just goes to show that the SEIV community can hold intelligent discourse on pretty much any subject we care to think off - how are you lot on early imperial themes in Byzantine choral music?

Dogscoff - you should always trust your lawyer save in two circumstances - (i) he quotes Latin at you and (ii) he is trying to justify his bill!
I am pleased to confirm that my sound query has most definately been answered to my satisfaction - as an SEIV newby, some threads seem to suggest that 'talking' was part of the basic game and I just didn't want to make sure that I was missing out on the nuances of Sergetti speech.
Mephisto and Master Belisarius - I will personally blame Mr Pratchett for how colloquially his translation is!!
The only thing I will say (to quote Blackadder (if you have that show wherever you are)) is that we should not get to hung up on the exact meaning of the phrase as whatever God did unto the Sodomites, it was not half as bad as what they did to each other!
Have just finished my very first game of SEIV - the depth of this game is awesome, the ability to name and design ships, fleets etc is awesome - I had 148 vessels (up to dreadnought size) in play at the end game (with another 60 mothballed), each lovingly named assigned to squadrons/fleets etc - spend most of the end game setting up mining colonies all over the shop to keep up my mineral stockpile and pay for the fleet and guess what - the Amon'krie and the Xi'Chung take me out in three massive battles - cripes! - this is good

another thought for the newby whilst I have you guys' attention:
I now have SEIV and have downloaded the 1.49 patch.
I do like the look of all these other empires and races you whizzos have crafted, especially the Babylon V races, the Startrek races and the colonials from Battlestar Galactica (even my cat is called Starbuck)
Given that I am a computer virgin as well as an SEIV virgin, what are Mods and what is the best one to download and where do I find it to get all these wonderful things? is the artwork as good as for the pre-packaged races that come with the game?
Any answers/steers/sarcastic remarks would be greatly appreciated

Be aware that there is a difference between a mod and a shipset / race. A shipset is a bunch of graphics and AI beahaviour files that give you another alien race to play against. And yes, the graphics are often as good as the default races. Sometimes better=-)
What is a mod? A mod is something that alters the way the game works. When Malfador made SE4, they were kind enough to leave some of the files which control the game's behaviour out for us to play with. They are in a simple, readable text format in the "data" directory. Take a look.
Mods tend to focus on the tech trees: Adding new components, ships and facilities to research and changing the orders in which you can research them. There are other things which can be altered, inluding the way AIs behave, the way the game generates its maps and more.
Different mods can give the game a whole new flavour. There are mods to allow space borne races, mods to simulate popular sci-fi visions of the future, mods to add newe racial technologies... loads.
If you are looking to download something...
This is the place. Look or threads about mods or races, or just go up to the main forum page and go to the mod archive.
I would recommend you start with Matryx's mod launcher (I think you'll find it in the DEFINITIVE MODS thread). It's a program rather than a mod, and it will allow you to switch between lots of different mods, so you can try them all. Swtching between mods without it is a pain in the arse.
Then I'd recommend the Pirates and Nomads Mod(Huge mod, lots of fun new things to research.), Devnullmod (Well balanced and well conceived tech tree) and TDM Modpack (Comes packaged with a range of killer new races and improvemnts to the existing ones, providing the ultmate vsAI challenge).
All these mods have their own threads here on the forum and I think they are all near the top of the thread list at the moment.
Of course there are plenty of other excellent mods but I either haven't played them or haven't played them enough to comment.
While I'm here, let me just quickly plug my own shipset: The Space Vikings. The graphics aren't quite aas good as the default races=-) but they are good fun and have a really mean AI for unmodded or TDM modded games.
