is this game dead?

I've been playing 101 Airborne lately (actually runs great with Windows 10 Pro) and came over here to pick up 82nd Airborne. I see that it's "for sale", but it looks like it was never finished. Does anyone know if this game will ever be finished or is it officially dead. If it is dead, Shrapnel should take it off of their store.
