The same file appears to define maximum tech levels independently of effects. These tech level maximums don't correspond completely to the components (for instance, you can only research 1 level of Fighter tech, but some entries in Data/Components.txt like Small Quantum Engines require up to level 4); likewise, some tech areas are defined that don't seem to be prereqs for anything else, like null-space weaponry. There are also sound files for events that you can't cause, like creating stars...
