Default SEIV: Attacking a mine deploying convoy

I'm Playing a multiplayer game with synchronous turns (obviously).
A player is attacking my sectors me with a ship fleet full of mine lsyers. I have a stronger fleet than he but with the capacity to remove only 52 mines/turn.
The enemy is invading my territory so I can intercept him. giving the fleet the attack order on his fleet.
My fear is that he commands to advance some sectors AND lay mines (is possible?). When in the same turn I intercept him I stumble on the mines. Is it possible a situation like this? If go over a sector where he is in the same turn laying mines what does happen firs? My arrival (and the upcoming battle) or the mine laying?

I have timed a minelayer to move, then lay some mines in a sector where another ship was attacking me, then move on. Both ships were moving, and I got more lucky than not, but it is possible. I moved into the sector first, then layed mines, then he moved into it, then I continued my move. If he is laying more than 50 mines per turn, I bet he will run out of them soon. Guessing when and where will be fun.

If his fleet is in only one fleet, he can only lay mines at a single location a turn. Catch him during movement, and at an unexpected place. Maybe make a move to the side, then go after him especially if there are no WPs around that he may stop and lay mines at.

You could if you have a faster fleet use the move commands to move out of the line he's moving, then head him off at a warppoint. Then you won't run into any of his mines.
