modding question: random chance of Awe possible ?

a question about dom3 modding:

is it possible to mod a unit (or an commander) so that the unit has a random chance of having the awe feature?

like a 10% chance of havin awe(1), else having no awe at all.

I think the flaggelants have a random chance of affliction, but i don't understand how to mod such a random chance.
