Questions about random events

My luck scales are all at 0.

Is this why the good events are never that good. I get a handful of gems events all the time but never the event where you get a lot of gems.

Does the positive luck scale lead to the better good events??

Yeah, there are certain events tied to your luck scale. There is for instance an event that grants 1500 gold, a bunch of Fire gems, and a magic item - but you can only get that event with Luck +3...
