Neutrals....
Why would a neutral race homeworld not load any facilies?

Do they have the starting technologies available to give them facilities? They have to start with Minerals Extraction to be able to have Mineral Miners in stock SE4, for example.
They do have a normal, functional planet, right? It is not a matter of a null planet, is it?

IF: nope planet is fine, not null. also the advanced traits are ok in the AI_general.txt file. Not sure about the facilities..

Check the facilities tech reqs. Do they require any technologies that do not have an appropriate Start Level?

Nope, nothing special. Only 1 race, the Markab. They have same problem as a major race when I switch to Race folder. Something is not right with one of the files, just not sure which one.

Do they get any starting facilities?
What causes this problem is not having appropriate starting techs available that give facilities that are valid for HW facilities.

Nope, that the problem, no starting facilities. only techs are needed are the B5 standard race and the race specific (Markab) tech which are both noted in the AI_general.txt as advanced traits.

Phoenix-D: Did that and nope. NO facilties loaded. I may have fixed it. I messed around with the AI_general.txt file and it APPEARS to work. One more test to verify. Some of the general description/history paragraphs were a bit long, I re-did, got errors, changed back and now it works (I think). Beats me...
Update: whatever the heck I did worked...
Markab now have a decent HW and can participate in their demise

They might not have been able to take those traits, which would be a sign of the problem I mentioned.
