One big advantage of the RPG-7 in the Soviet OOB is that it is available in great numbers, with almost every infantry squad packing one. And on top of that you can have also scout squads with them...

I think this might be a case of the observer bias - weapons always seem more effective when fired by the enemy than when fired by your own troops.
