I don't use a mod folder, I just add everything to the game folders. Will I have trouble installing/using the mod? Should I just move everything by hand to the proper folders?

Personally I think it is up to MM/Shrapnel to decide weather to give the guy the exe file. They just need to check their customer records, if the guy bought it once I don't see why they wouldn't...

I wish they had changed a lot of the cultures. To many of them give you positive modifiers without any negatives. They make those choices easy to take.

How about rebelling planets joining another race? Then they would have the resources available to actually do something. Could be a problem if a planet with a shipyard rebelled!

I think it should be a percentage of the base cost. A +5 in maintenance means you pay 5% more than the base amount for maintenance and a -5 means you pay less.

Is there a maximum level a trait may be increased to? Maybe that is why the extra 5 bonus is not being applied.

I think this is how you do it, at least it worked out correct in 5 out of 5 checks.
Add the base output plus each modifier % times the base output number. Multiply by the number of facilities....
