The trouble with shields in the base game is that the shields stop the boulders completely, which obviously doesn't feel right.

I don't think there has been a significant shift in philosophy as you describe. I can see that the effective removal of gem gens, SDRs and hammers probably seems pretty shocking if you've been away...
