The AI, can't say for sure they were default with all the great mods, will definately build Baseships. I think it just takes a long time for most of them to research Baseships. Try a high tech start...

The most important thing I've found when playing against humans is to forget everything you did against the AI, they probably did it too and know how to beat it.

I'd love to see an "add computer player" button. I hate forgetting to edit them to computer control and having to do it on the second turn, after I figure out what I forgot to do.

Unfortunately the AI will only build them if programmed to. that is the problem with the unique techs.

If 50,000 are needed for one facility then 1,000,000 can operate 20 facilities. Since a colony module carries 4 mil the number seem very low.

Yes they are a cheap tech but they also cost less resources which could add up after constructing 10k or so of them.
You can fit 2 of these instead of 1 small ppb. A stack of 10 fighters with 2...
