In my opinion it is a bug if it drops in one turn from 290% to 249% when it says 1% decrease per turn!

I did that without success. I even added the US keyboard layout to my computer, but again without success.
But I found out that even in the demo you can mod the players ship list and the job list!...

1.) No, the speed meter is not red.
2.) It is difficult to buy new engines at the beginning without credits. And the failed missions costs you even fines....

If your fleet has the strategy "don't get hurt" and no ships are set to break formation it should work, at least I used this with success. Ship strategy is effective as soon the formation is broken.

One more option I would recommend in the game setup: choose the AI team mod. This will prevent wars between the AI races and they will fight all together your empire.

Try the "remote launch" order. But you have to make this in a test game not in the simulator.
Anyway in unmodded SE IV drones are of very limited value and probably you spend your resources better...

I have seen this and as you I think it is connected to capturing ships either by boarding or allegiance converter.
I wouldn't consider it a real bug because the game just stops till you click the OK...
