I'm glad that the game has gotten off to a slow start. Gives me time to create some characters outside of actual game events.

Your second idea is a fun one to do against the AI to make the game more challenging.
I've played one game against the AI that way, giving myself 30 turns before scrapping all of my resource...

If you are talking planets, I would say you get the points if you have a colony on the planet....blockaded or not, enemy troops or not.
I wouldn't suggest stars because there are too many...

This is an interesting concept. You will have to be careful with two things. Total resources and victory conditions.

-Yes, you can make new culture and demeanor, and even as I mentioned earlier, races with specific tech on start up, but as SJ mentioned you have to mod some files in the data folder. It's no biggie...

Well you won't start with extra population, but you will start producing more on turn one instead of having to colonize something to get more.
That's easily taken out or increased to cost more.

Well technically you could make a race have a specific field developed, if you made a duplicate of that field and it's tech and made it racial.
