Changing data files

Quick query. I have installed 1.84 SEIV and the TDM modpack.

I have been trying to change the data files so as to increase the amount of resources it takes to build a colony module (of any type).

I have changed the data file in both the SEIV sub-file, and the relevant sub-file in the mod pack, but it doesn't seem to pick these up in the game.

Any idea what I am doing wrong?
