		It seems to me that the ability to reduce the chance of successful enemy sabotage (Fate shrine) does not work. I pushed the reduction to -90% and still all sabotage actions were successful. There was no difference between the system with the Fate shrine and systems without it. I am less sure about the reduction of random bad events, but the only bad event that occured during my observation period was an earthquake just in the system with the Fate shrine.
