hidden BSYs
In SE3 i've been using this design - a b. cruiser with quantum reactor, SY and storm creator. It had been quite a surprise to my opponent as storm creation doesnt give a warning, especially if in another system...
Would it be useful in SE4?
I guess someone had already tried that, share your knowledge.

Maybe, if you get lucky and get an obscuring storm, and not damaging ones.

Probably. I am not entirely sure how the game determines what chance of each type has when creating them. You might want a storm clearer too, just in case. They aren't very expensive.

That's not a problem, only entering a storm triggers the damage. Ships built there, parked there, there before the storm is generated aren't damaged.
You don't have to get lucky, you can create as many storms in a sector as you want. You'll have everything you need.
When I played as a neutral, before I broke my treaty with the AI that controled the rest of the galaxy, I built a half a dozen storms around a planet.
The enemy entered with a massive fleet, took damage due to one of the storms, but couldn't attack because the other storms cloaked the sector and I had already knocked out it's sensor satelites.
My long range scanners told me that they still had enough firepower to ruin my fleet and planet, if I initiated an attack. So, stalemate.

The goal is to set up a hidden base, after all. You want to be able to move ships into it. It saves some trouble if they don't have to be repaired upon arrival.

Hidden BSY are very important to Pirates in singleplayer games.
Having an undetected staging ground to launch raids from and tow your spoils back to is very convenient!

It was trying out P&N that I found out what a valuable tactic this is in the standard game. And to think, I never even noticed storms before then unless my ships pathed around them.
A heavy carrier can hold it's minimum number of bays, some storage, and a spaceyard component. Send it to the storm while you're at peace, and then have it fill itself up.
Course, only the AI would fall for something like that.
