Default 3.14 Scouts improvement

Mundane scouts and assassins got some improvement in their stealthy skill. I like the idea.
The list of changes in the patch does not mention anything, though. I wonder if any other unit got similar upgrade. Especially mages.
Anybody knows something more, maybe?

Was the problem with scouts/one of the problems with assassins that they got caught too frequently?

My scouts are ALWAYS getting caught. You'd think they could last one turn going through a big province; it's easier to hide among lots of people, isn't it?

Easier to hide among lots of people which aren't patrolling. Patrolling means the troops are frequently asking travelers for identification, reason for travel, and destination. A scout traveling into unknown territory would have a more difficult time providing an answer.

I don't think that the scout rules changed from domII, where armies were half the size. For balance the scout score should have been twice as effective.
